Two police officers on duty (both in plain-clothes)  control the identity of a man from Western Africa. The policemen look for illegal substances (drugs). The black men will be left free at the end of the control. Plainclothes law enforcement is a method used by police. The policemen wear plainclothes or "ordinary clothes" instead of a uniform in order to avoid detection or identification as law enforcement agents.
