Vietnam. Ha Tay province. Lai Xa. The open-air and uncontrolled rubbish dump shows the failure in the solid-waste management project of Lai Xa, as a decentralized sanitation implementation. A local worker, part of the village's cooperative running the collection and the waste disposal service, stands on the tip. Garbage collector on garbage heap. Lai Xa is a typical hamlet (village) of the Red River delta region and is part of the Kim Chung commune located 15 km west of Hanoi. The area is traditionally agricultural, surrounded by rice fields. This peri-urban location is under increasing pressure from the forces of industrialization and urbanization. 07.04.09 © 2009 Didier Ruef
