USA. New York City. Spanish Harlem. Willie (R), Carlos (C) and a friend are walking down Madison Avenue at the corner of 114 Street. Willie and Carlos are brothers and their Puerto Rican family lives below the poverty line and receives public assistance (AFDC, Home Relief, Supplemental Security Income and Medicaid). The family resides in units managed by the New York City Housing Authority (NYCHA) which provides housing for low income residents. NYCHA administers rental apartments in facilities, popularly known as "projects". Spanish Harlem, also known as El Barrio and East Harlem, is a low income neighborhood in Harlem area.
